Public Deliberation: A Manager's Guide to Citizen Engagement, IBM Center for the Business of Government, 2006.

This guide was developed by the IBM Centre for the Business of Government to enhance the participatory governance and decision-making practices within federal government and its agencies. It is intended to help government managers understand and act on the shift from the traditional idea of citizens as consumers to the more progressive idea of citizens as active “shapers” of government policy and programs. The guide presents a rationale and framework for CE, and a detailed discussion of how to put it into practice. Drawing on the authors’ experience in the not-for-profit sector, the guide places a focus on deliberative democracy techniques, and provides an excellent description, analysis and overview of various online citizen engagement tools. While clearly designed for a different audience, its observations are highly relevant to CE in health care.
