The Community Development Handbook: A Tool to Build Community Capacity, Human Resources Development Canada, 1999.

This plain language, easy-to-use handbook was created by the Labour Market Learning and Development Unit at Human Resources Development Canada to “spark, rekindle and reaffirm your interest in community development.” The resource provides definitions, checklists, models, success stories, lessons learned, and things to think about regarding a range of community development/CE issues and processes, and an excellent final section on solving typical CE problems. Experienced CE practitioners can find a fresh perspective on CE challenges by using the well-organized table of contents to locate a topic of interest. Those new to CE will find that the broad range of material is both informative and engaging.

Topics: Background/introduction, Capacity building, Change management, Conflict management, Determinants of health, Evaluation/effectiveness, Planning – CE, Principles, Research, Stakeholder selection

Techniques & tools: Community development, Framework/model/template, Group facilitation
