Winnipeg Regional Health Authority Community Development Framework, Winnipeg Regional Health Authority, 2010 (updated).

This framework was developed by the Winnipeg Regional Health Authority (WRHA) to provide a rationale and guidance in implementing a community development approach. Meant to be a “living document,” the framework draws a solid link between community development and public participation; in essence the Community Development Framework is also a Community Engagement Framework. The document is a tool for assessment of current knowledge, attitudes and readiness for facilitating a community development approach across the WRHA. It first provides a thorough theoretical overview of the link between community development and public participation, and then outlines the CE engagement activities used to address its key objectives. This is an excellent example of how a framework can be used to guide community engagement across an organization as complex as a regional health authority.
